But since a Virginia court struck down the state’s plan to allow regions to fund their own projects with local taxes, the ongoing transportation fiasco has partisan politics in Richmond as bottlenecked as highways in Northern Virginia and Hampton Roads and is threatening Rep. Tom Davis (R-Va.)’s bill to give the Washington Metropolitan Area Transit Authority (Metro) a dedicated and long-term funding source.
